This position is located at Bureau of the Fiscal Service, Deputy Commissioner, Disbursing and Debt Management, Do Not Pay Business Center Staff, Agency Outreach Staff. As a Manager Agency Outreach & Business Processes, you will focus on ensuring reliable, effective, and efficient operation of the Do Not Pay working system and outreach to using agencies.
Duties
As a Manager Agency Outreach & Business Processes, you will:
Provide strategic direction, oversight, and review of the various government-wide programs relating to tracking and eliminating erroneous payments; identifies data needs and uses analytical tools. Take action on the final establishment of the program's tactical plan and high priority objectives.
Oversee and direct the activities of the DNP staff located at the Federal Reserve Bank's (FRBs), which consist of an operations staff and an outreach staff. In order to accomplish this, you must work directly with the Associated Vice Presidents at the FRBs.
Support highly visible government-wide improper payment efforts by developing new policies, practices, techniques and operations, or improving current ones. A project or initiative may be initiated in order to (among other things) study significant government-wide systemic improper payment issues, to fulfill requests by Federal agencies to review duplicate payment/benefit analysis, to enhance DNP's products and services to meet newly mandated authorities, to provide high level impact briefings to internal and external stakeholders.
Oversee the overall planning, management, and timely execution of activities. Determine the long-range work plans and approve work plans developed by subordinates for the overall work to enhance the achievement of the goals and objectives.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
- Providing leadership while measuring productivity to attain goals; AND
- Collaborating with stakeholders to obtain feedback, develop goals, strategies, or plans to meet program improvement objectives and maintain customer relationships; AND
- Conducting research to identify opportunities or solutions; AND
- Developing and delivering reports or briefing materials to internal or external senior leadership.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
