This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.
Duties
Specific duties include:
Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines. Provides guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish mission and ensure optimum management strategy.
Analyzes and evaluates new or modified legislation for projected impact upon major programs and resources. Applies appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations and/or in measuring and evaluating program accomplishments. Foresees the pros and cons of alternative solutions and coordinates and integrates activities with other functions.
Provides recommendations for new or modified developments, priorities, and objectives to improve the performance in mission-related programs. Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission critical programs. Participates in the preparation and presentation of briefings to high-level officials regarding study results.
Provides management with new and forecasted information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems.
Budgetary duties associated with this position involve analytical, technical, and administrative duties in the budgetary process, e.g., execution and formulation. Responsible for the P&FS segment of VBA's budget. Specific duties may include but are not limited to the following: (1) providing advice and guidance to P&F managers, and other offices involved with VBA/s P&FS budget; (2) formulating budget and cost estimates to support initiatives associated with P&FS programs and develops presentation strategies for presenting the program/project budget.
Coordinates presentations and presents annual and long-range budgets for the P&F Service.
Provides expert advice and guidance to program and line managers on the interpretation of budget estimates and the formulation of budget requests in support of P&F Service benefits.
Analyzes and interprets the impact of new legislation on the administrative expense portion of the agency's annual budget. Prepares formal consolidated budget forecasts and reports on budget execution required by P&F Service.
Reviews long-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Modifies budget estimates as necessary to conform to the changes in technology and program direction.
Prepares justifications for estimates to be used in the presentation of the budget. Analyzes the relative costs and benefits of alternative program plans. Analyzes a variety of reports and information to prepare justification for a consolidated budget for agency-administered national programs.
Enters budgetary data into a variety of forms, schedules, and reports. Recommends and adjusts when required. Enters and adjusts data for the integrated agency administered program into a wide variety of reports, forms, and schedules. Consolidates data for viable overview of the financial status of operations.
Serves as a lead advisor and consultant to the supervisor. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor' s instructions on work priorities, methods, deadlines, and quality have been met. Maintains program and administrative reference materials, project files and relevant background documents and make available policies, procedures, and written instructions from the supervisor.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and understanding of the Federal budget process, including the Congressional budget cycle, and a thorough and detailed understanding of OMB policies, directives, and regulations. Knowledge of the agency's programs, regulations, policies, and goals to develop and improve management controls; enhance administrative services and procedures; and conduct short- and long-range planning.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
