The primary purpose of this position is to serve as an Air Operations Specialist at command headquarters level that develops requirements for air operations systems and services.

Duties

Evaluates and implements planning mission objectives and AMC data management systems along with the interrelated processes and functions. Recommends improvements. Maximizes resources. Resolves substantive air mobility operations issues of moderate scope. Develops and maintains Time Phased Force Deployment Data (TPFOOs) for AMC steady state, contingency and deliberate plans supporting combatant commands. War plans and steady-state TPFODs include thousands of AMC requirements to maintain continuity of air operations. Evaluates war planning system. Establishes criteria. Predicts the attainment of programs goals, objectives, methods, procedures, and/or studies for substantive work processes and functions that are interrelated to improve program efficiency. Based upon comprehensive analyses of materials/documents/data from diverse sources, determines appropriate airlift and air refueling requirements. Participates in discussions, workshops/conferences and meetings. Provides substantive air operations services in the areas of TPFFD planning. Analyzes, evaluates and reviews the development of planning for organization(s) whose operations are interrelated and fairly stable. Serves as MAJCOM advisor for airlift operation mission planning information and procedures. Gathers information. Identifies and analyzes air operations and TPFFD planning issues. Develops recommendations. Resolves substantive problems of effectiveness and efficiency of air operations in a program or program support setting in addition to dealing with problems and relationships of a procedural nature.

  • May travel by military or commercial air to conferences, meetings or other functions away from duty site.
  • Previous experience in TPFDD development is highly desirable to the efficient accomplishment of the work.
  • Work may require travel away from the normal duty station on the military or commercial aircraft.
  • Temporary and Term positions opened to current permanent federal employees may require the employee to have break between appointments of more than 3 days.

Qualifications

(Cont.) Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. TERM position NTE 30 JUL 2026; the individual selected may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; broad knowledge of Air Force and the command's War and Mobilization Plans, Air Force Deliberate and Crisis Action Planning and Execution Segment concepts, Joint Operations Planning and Execution System procedures and protocols, operations, policies, and missions worldwide and a complete status of the world's international political-military relations/environment with regard to the command's mission, to provide advice and develop effective optimum requirements; and comprehensive knowledge of flight operations, airlift capacities and systems of MAJCOM aircraft and knowledge of exercise and contingency operations, and skill in using this knowledge to develop Time Phased Force Deployment Data (TPFDD) requirements. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.D or F.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of air operations and mission planning procedures and policies including DoD, AF and command directives, plans, regulations, and processes. Knowledge and skill in the application of DoD, Joint, and AF program analysis principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge of air mobility operations, aircraft airlift capabilities and limitations, airfield information and restrictions, etc. Knowledge of various qualitative and or quantitative methods to participate in the assessment and improvement of plans and programs for conducting major airlift operations such as war mobilization, deployment, redeployment or similar operations. Knowledge of the concepts behind, and the process for, development and maintenance of deployment plans in support of military operations. Knowledge of safety issues, loading and unloading of cargo, aircrew flying limitations and crew rest requirements. 3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of air mobility operations. 4. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key air mobility operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. 5. Ability to communicate effectively, both orally and in writing. to gain cooperation from others through tact, courtesy, and diplomacy. 6. Ability to devise options for complex, diverse organizations and programs. Ability to recognize, based upon experience and precedent, possible solutions to problems not covered by specific guidance. Ability to quickly process multiple and unrelated factors. Ability to work with numerous DoD computer systems to analyze and correct TPFDO problems affecting use of such systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
