About the Position:
Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Support International Military Students by arranging for all personal and administrative support while attending courses at the US Army War College
Coordinate all arrival information and lodging arrangements prior to international military students and their dependents’ arrivals
Demonstrate knowledge of various religious, ethnic, and dietary habits and national customs of students from a variety of countries
Supports the execution of administrative and academic life-cycle support, field studies program support and strategic communication for all international military students and their accompanying dependents
In and out-process students; provide pre-departure briefings and issue installation clearance papers
Provide assistance to ensure international flags are properly displayed during graduation and other ceremonies
Properly pack and ship retainable instructional material to US embassies and/or foreign government agencies
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- May be required to work extended work days, long hours, and work on weekends to support mission requirements.
- May be required to be on stand-by or on-call tours of duty to support mission requirements.
- Required to work adjusted tours of duty to accommodate participation in scheduled official functions after regular duty hours.
- Must possess a current valid state-issued driver's license.
- Position requires the incumbent to be able to operate a 15-passenger van.
- Must be able to lift up to 40 lbs.
- Must attend and successfully pass the Security Cooperation Management Training Officer/Training Manager Course at the Defense Institute of Security Cooperation Studies, Wright-Patterson Air Force Base, OH within one-year of appointment.
- Must obtain Security Cooperation Workforce Intermediate Certification within three years of appointment.

Specialized experience is defined as: 1) providing customer service; 2) performing administrative management functions; and 3) coordinating student in and out-processing procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-06) or equivalent pay band.
