About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), CONSTRUCTION ENG RESEARCH LAB; MANAGEMENT INTEGRATION OFFICE.
Duties
Communicate information in an organized manner.
Explain administrative issues such as: staffing requirements, reporting , and deadlines during discussions with managers and employees
Assist employees with resolution of payroll issues.
Advise management on personnel policies, procedures, and/or regulations to ensure appropriate hiring mechanisms or other personnel issues.
Utilize financial management system to process authorizations, awards, recruitment incentives and /or input of personnel information for access rights
Input employee performance ratings and award information into an automated database
Prepare Personnel reports related to recruitment, promotions, reassignments, performance ratings and/or awards
Review Integrated Manning Document (IMD) for coordination with management and manpower office.
Monitor and /or create personnel actions using personnel databases to ensure timely and accurate processing of personnel actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- One year trial/probationary period may be required.

DJ-02 (GS-05) General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes Inputting data into various computer systems; Providing assistance to management; and Monitoring various reports for accuracy. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
DJ-03 (GS-11) Specialized Experience: One year of specialized experience which includes Preparing spreadsheets, reports and/or charts for position management; Performing personnel data analysis using various computer programs;
Researching and compiling human resources data to assist with an organization's personnel allocations; And creating personnel actions using an automated personnel database.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

DJ-03 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
