About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Executive Office.
Serves as part of a team of experts on intergovernmental affairs in support of the U.S. Army Engineer Research and Development Center (ERDC) leadership team. Responsible for supporting Congressional and interagency relationships and communications. Supports ERDC programs with interagency and external support in coordination with the ERDC research development areas.
Duties
Provide ERDC leadership insights on legislative and interagency research and development activity and to facilitate the effective integration of legislative affairs.
Represent the ERDC at high-level engagements with Congress and Federal agencies including Departments of the Army, Navy, and the Air Force and the Office of the Secretary of Defense.
Perform reviews and provide feedback to ERDC to help shape and inform mission.
Provide ERDC leadership awareness of legislative developments that may impact the ERDC and major interagency research and development policy developments.
Regularly communicate with Congressional Affairs offices within the Army, at the Secretariat level within the Department of Defense, and other Federal agencies to ensure situational awareness and coordination.
Support workforce training in Congressional affairs policies.
Understand, contribute to, review, and advise on policies pertaining to, lab management, planning, programming, and budgeting.
Understand the mission, priorities, requirements and needs of the ERDC. Support USACE and ERDC leadership efforts to sustain, revitalize, maintain, and construct premier research and support facilities.
Responsible for independent administrative direction and assignments stated in broadly defined missions or functions.
The incumbent is expected to be able to make decisions and recommendations which are given great credibility.
Incumbent operates under direction of the Director of Legislative and Interagency Affairs within the ERDC Executive Office.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes experience in the practice of communicating research and development priorities within the Federal government and experience in either: developing and communicating a research and development program relating to applied and military engineering research; or experience in legislative affairs or in a Congressional office related to military or civil works programs.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-3 (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0301-4 (equivalent to GS-13/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
