About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) This position is being filled as an Strategic Communications Officer DJ-4 (GS-13/14).

Duties

The Strategic Communications Officer (SCO) position is in the Executive Office, Construction Engineering Research Laboratory (CERL) of the US Army Engineer Research and Development Center (ERDC), US Army Corps of Engineers. Plays a key role in leading, shaping and executing communication strategies for a world-class research and development laboratory. Oversees both internal and external communication initiatives to enhance the lab's visibility and reputation and regularly communicates on behalf of the CERL Director and Deputy Director. Serves as the lead developer and expert advisor and analyst for communications on a wide range of subjects related to organizational practices and key leader engagements. Creates and manages internal communication plans and delivers communication products: including newsletters, intranet, and town hall meetings. Produces communication and marketing products to include video, printed materials, digital media and messaging with specialized electronic media and other communication vehicles. Works closely with researchers, program managers, and lab management to prepare, research, analyze, and edit graphics and presentations and ensures consistent messaging. Develops and synthesizes materials for senior lab leadership’s use in outreach opportunities, increasing the understanding of CERL and ERDC missions. Requires a high level of interaction within CERL and with the ERDC Corporate Communications Office (COO), Public Affairs Office (PAO), Office of Research and Technology Transfer (ORTT), Corps of Engineers leadership, private industry, and academia. Serves as the lab’s Knowledge Management Representative (KMR) to ERDC and USACE

Preferred Qualifications: Bachelor's or Master's degree in Communications, Public Relations, Journalism, Marketing, Organizational Behavior, or a related field. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DJ-03 (GS-12). All qualification requirements, including time after competitive appointment, must be met by the closing date of this announcement.
