You will serve as the Requirements Investment Modeling Program Manager position in the Program Management Department of NAVAIRWARCENAC DIV.
Duties
You will be responsible for providing an advanced analytical modeling capability for the funding efforts across NAVAIR, Program Executive Offices (PEO(A)s), and Program Manager Offices (PMAs).
You will work with teams from every PMA to develop a cohesive approach to the application of funds in a manner that addresses Program requirements effectively and efficiently
You will support and recommend best use of a wide range of appropriation funding types that focuses on outcomes that drive capabilities and deliver products to the fleet.
You will monitor the outcomes of funding decisions as a means of providing feedback for the investment analysis process.
You will exercise discretion and judgment in determining whether to broaden or narrow the scope of air weapons system projects/programs.
You will maintain professional relationships with all stakeholders to support the success of the air weapons system acquisition program.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized Program Manager experience equivalent to the DA-05 STRL Pay Band or GS-Grade Level (GS-12/13) equivalent in the Federal Service or equivalent experience in the private or public sector. Examples of qualifying specialized experience include: (1) Applying a wide range of technical and business systems, processes, and practices used to manage air weapon systems acquisition; (2) Reviewing, analyzing, and implementing higher level procurement policies; (3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources for assigned program; (4) Demonstrated working knowledge of contract management, acquisition management and financial management to support assigned air weapons system program needs; (5) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; and (6) Advising management and colleagues on difficult problems by proposing options and alternatives.
