Duties

The primary purpose of this position is: To serve as DoD Readiness Analyst and Subject Matter Expert (SME) for the North American Aerospace Defense (NORAD) Command. Manages the Bi-National Readiness Program within the Chairman's Readiness System. Manages the Directorate Records Management (RM) and Information/Knowledge Management (IM/KM) programs. Serve as Battle Staff Coordinator to NORAD Future Operations Center. Administers branch and Directorate task management program. Duties: Serves as the NORAD Readiness Analyst and SME on the Chairman's Defense Readiness Reporting System, the Joint Combat Capability Assessment (JCCA) process, the Joint Force Readiness Review (JFRR) input for the Command, and provides overall direction and expertise on readiness policy, planning formulation and implementation. Manages Directorate Records Management (RM) and Information/Knowledge Management (IM/KM) program. Provides operations support management to NORAD Operations Support Branch and Directorate Front Office. Serves as Battle Staff Coordinator for NORAD Operations Directorate during crisis, real world and exercise operations.

Conditions of Employment: (cont'd) This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent is subject to random testing for drug use. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) when required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. May be required to perform N&NC/J1 Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of and experience with the Chairman's Readiness Reporting System. The level of knowledge includes detailed understanding of readiness deficiency criteria, the disposition process and a mastery of qualitative and quantitative methods to assess process effectiveness; Knowledge of federal laws, policies, and regulations to effectively and properly execute the RM and IM/KM program and processes for the Directorate; Knowledge and skill are primarily used in applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of readiness program operations and to evaluate and recommend ways to improve those work operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of (i.e., U.S. and Canadian) military command structures, missions, relationships and economic factors to make recommendations that influence the development, interpretation, and execution of Command operations planning. Knowledge of operational and contingency response requirements, service doctrine, joint doctrine, plans, command relationships, joint crisis planning process and key documents used to develop operational plans for execution. Knowledge of applications supporting readiness reporting and joint combat capability assessment (JCCA) processes, such as the Chairman's Readiness System, Defense Readiness Reporting System (DRRS). Knowledge of U.S. National Policy (UCP, NSS, NMS, JSCP and other applicable plans and policy documents), related to the forces and resources required to accomplish a wide variety of military operations and contingencies. Knowledge of records management and information/knowledge management federal and public laws and guidelines governing life-cycle management of records. Ability to communicate effectively, both orally and in writing, at the strategic level to routinely interface with and draft assessments, information briefings, presentations and position papers for General/Flag Officer-level review in accordance with approved formats and deadlines. Ability to analyze facts and devise/present solutions for senior leadership decision making and presentation to Joint Staff, SECDEF, CDS and Congress. Ability to take initiative, manage tasks, and prioritize projects and tasks with very little direction. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation and techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
