The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Serves within the Products and Programs (UX) Division overseeing the analysis, direction, and timely execution of all functions, programs, and initiatives for the Identity and Access Management (IAM) program. Serves as an authority for the research, evaluation, design, planning, and support of the agency IAM. Provides authoritative, technical advice on the prospect of emerging, cutting-edge Identity and Access Management (IAM) technologies. Develops comprehensive recommendations regarding changes to DTIC's policies, procedures, and governance that are necessary to make DTIC applications available to the supported user communities. Provides comprehensive, actionable advice and guidance to improve the overall effectiveness and efficiency of DTIC programs, products, and services rendered. Researches, assesses, and develops functional and technical requirements that meet user needs and directly leading the follow-on implementation meetings with government staff and contractors is critical to this position.

Qualifications

Specialized experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience with cloud computing (i.e., Azure); access and identity management (i.e., Okta, ForgeRock, etc.); Agile software development and DevSecOps process framework; developing and analyzing requirements; supporting new policy creation and user lifecycle management and experience with business analysis processes, techniques, and tools (e.g., voice of customer, customer journey, process flow diagrams, decision trees). In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
