Duties

The primary purpose of this position is: To serve as the USAF Expeditionary Operations School, Detachment 2, air transportation operations specialist and authoritative consultant to plan and execute Mobility Air Force (MAF) enterprise fixed command and control operations. Develops innovations or modifications and recommendations to resolve substantive problems, issues of effectiveness and efficiency in operations/training of assigned programs at the MAJCOM and USAF levels related to air transportation. Develops advanced level technical training for over 20 Air Force Skill Codes (AFSC) associated across the MAF enterprise. Duties: Air Transportation Operations Specialist. Mobility Air Force Enterprise Instructor. Program Analyst.

  • Command and Control Operations (AFSC 1C3X1) is highly desirable
  • Incumbent is required to stand for several hours at a time when instructing in a classroom environment
  • May be required to perform duties in the 618th Air Operations Center (Tanker Airlift Control Center) to support contingency operations and/or to gain currency and relevancy for instructional material
  • May be required to travel by regularly scheduled military or commercial aircraft on the performance of TDY
  • Employee must be able to obtain and maintain a secret security clearance as a condition of employment
  • Successful completion of the Academic Instructor Course (AIC) or equivalent is highly desirable. If not, selectee will be required to complete the courses as a condition of employment
  • Graduation from the Global Mobility Air Operations Courses is highly desirable. If not, selectee will be required to complete the courses as condition of employment
  • Community College of the Air Force (CCAF) instructor certification is highly desirable. If not, selectee will be required to complete the course as a condition of employment
  • An Associates Degree or higher is highly desirable
  • Recent Global Air Operations Center or Tanker Airlift Control Center experience is critical to the position and is highly desirable
  • Must be able to obtain and maintain a Secret security clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Air Transportation Operations Specialist series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Comprehensive knowledge of a wide range of air transportation/intertheater airlift operations management principles, policies, practices, laws, regulations, techniques and directives applicable to make independent decisions and recommendations concerning air operations functions sufficient to analyze, develop and evaluate intertheater aeromedical airlift operations; Knowledge of Global Air Mobility Operations Center operations, DOD air transportation operations and AMC aeromedical evacuation operations policies, procedures and programs involving air assets, enroute infrastructure, and employment of mission support forces; In depth knowledge of air transportation operations to plan, identify, analyze and resolve issues and persistent, widespread or critical problems and to develop innovations or modifications and recommendations to maintain the effectiveness and efficiency in operations/training of assigned programs at the MAJCOM and USAF levels related to air transportation/intertheater airlift operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and quantitative methods for the analysis of air mobility operational doctrine, strategy, concepts of operations, and other complex issues and skills in applying a variety of research techniques to analyze difficult issues and policies and propose recommendations/options to higher level of management. Knowledge of Air Force aerial port and channel operations, DOD air transportation, and Global Mobility Air Operations Center principles, operational concepts, procedures, and guidelines. Knowledge of, and skill in, developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training resources and assess overall effectiveness in order to meet identified training requirements Knowledge of Global AOC command & control duties and responsibilities and the ability to apply that expertise to the development of assigned programs, exercises, and curriculum. Current operational level command and control experience is highly desirable. Knowledge of AMC C2 systems including air mobility planning tools and systems used in support of a Global Air Operations Center, these include, but are not limited to Integrated Mission Record (IMR) and Global Decision Support System (GDSS); knowledge of and experience with the Instructional System Design (ISD) process. Ability to communicate effectively in oral and in written communication to include writing course curriculum, conducting instruction, and briefing a wide variety of high-ranking military personnel; ability to work harmoniously and maintain professional relationships with others; and ability to coordinate, integrate, and employ air mobility assets. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
