The Budget Analyst is a key member of the Finance community responsible for the development, execution, and reporting of financial position of the Minneapolis VA Health Care system located in VA Midwest Health Care Network (VISN 23). The Budget Analyst manages the financial and budgetary relationships between stakeholders and congressional earmark funded programs. This position is assigned to the Minneapolis Finance Service and reports directly to the Assistant Finance Officer.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties and responsibilities include: Guides and supports various management initiatives by gathering, interpreting, and analyzing information pertinent to resource management, operations management, and clinical care processes. Coordinates and is responsible for extracting and utilizing financial data from various systems. Works with the Finance Officer and Assistant Finance Officer in formulation, development, preparation, and execution of the annual budget plans and in administering the health care system's financial management system. Approves budget allotment requests and justifications; interprets OMB directives and circulars, agency, and VISN policies and regulations; edits budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; negotiates budget funding amounts, timing, and other changes with VACO officials; monitors the overall budget allotments; and recommends reprogramming of funds, as required. Collaborates and provides education and consultative guidance to Finance staff for routine budget reporting. Interprets routine repots and supports end-user inquiries concerning information provided on the reports. Audits and ensures the integrity, reliability, and integration of information provided. Monitors budget, assists in projecting their costs, determines where funds are spent, and recommends adjustments in program spending. Estimates and monitors annual obligation data, and employment by cost center and budget object code. Reviews historical financial operating data and trends to prepare and/or validate estimates. Performs analysis of both a routine and complex nature, comparing actual to budgeted results. Analyzes accounting records to determine financial resources required to implement programs and makes recommendations for budget allocations ensuring conformance to budgetary limits. Maintains records of funding, obligations, and expenditures for assigned special programs. Responsible for preparation, publication, and accuracy of biweekly, monthly, quarterly, annual, and special budgetary reports or analysis as requested by local management, program offices, the VISN, and VACO. Performs other related duties as assigned. Qualifications

All qualifications requirements must be met by the closing date of the announcement. You must meet one of the following in order to qualify for this position: Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in coursework related to the position, detailed above, is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. (Transcripts Required) OR Specialized Experience for the GS-7: Must have one year of specialized experience equivalent to at least the GS-5 level in the federal service. Specialized experience is experience applying knowledge of procedures and processes for budget formulation to compile, correlate, and consolidate individual estimates for such items as personnel salaries and expenses, travel, and minor building maintenance; entering the consolidated estimates in appropriate forms and schedules in accepted format; experience writing brief factual reports that detail the purposes for which funds were obligated and expended; and experience analyzing financial and budgetary relationships to detect errors or inconsistencies in budget requests. OR Substitution of Education of Specialized Experience: One (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Transcripts Required) OR Combination of Education and Specialized Experience: An equivalent combination of specialized experience and graduate education to meet the qualification requirements for this position. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
