The Budget Analyst is a key member of the Finance community responsible for the development, execution, and reporting financial position of the Minneapolis VA Health Care system located in VA Midwest Health Care Network (VISN 23). Incumbent manages the financial and budgetary relationships between stakeholders and congressional earmark funded programs of a large and complex facility located in a large metropolitan area.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major Duties:

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in preparing documents needed to process budget estimates; performing preliminary analyses of budget requests; analyzing trends in receipt, obligation, or expenditures of funds. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of progressively higher level graduate education or possess superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: if you select this option, a copy of your transcript is required. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. When combining education and experience, only education beyond a bachelor's degree may be used to qualify applicants for the GS-07. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of qualifying specialized experience include, but are not limited to: Reviewing, editing, and consolidating annual budget estimates; reviewing actual obligations, outlays, and workload levels to highlight potential operating and financial problems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D, if related that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: if you selection this option, a copy of your transcript is required. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. When combining education and experience, only education beyond 1 year of graduate level education is creditable. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of qualifying specialized experience include, but are not limited to: Provide budget concepts, methods and techniques to form, execute and administer financial management of funds for assigned programs and activities; Compiles narrative and statistical data and prepares a variety of reports. studies, fact sheets, memoranda, and presentations covering status of funds for assigned program elements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D, if related that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: if you selection this option, a copy of your transcript is required. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. When combining education and experience, only education beyond 2 years of graduate level education is creditable. The following is an example of how education and experience may be combined. It is an example only, and are not all-inclusive. The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) You will be rated on the following Competencies for this position: Analytical ReasoningBudget AdministrationCommunicationControl of Funds Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
