The Budget Analyst is a key member of the Finance community responsible for the development, execution, and reporting of financial position of the Minneapolis VA Health Care system located in VA Midwest Health Care Network (VISN 23). The Budget Analyst manages the financial and budgetary relationships between stakeholders and congressional earmark funded programs. This position is assigned to the Minneapolis Finance Service and reports directly to the Assistant Finance Officer.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Guides and supports various management initiatives by gathering, interpreting, and analyzing information pertinent to resource management, operations management, and clinical care processes. Coordinates and is responsible for extracting and utilizing financial data from various systems. Works with the Finance Officer and Assistant Finance Officer in formulation, development, preparation, and execution of the annual budget plans and in administering the health care system's financial management system. Approves budget allotment requests and justifications; interprets OMB directives and circulars, agency, and VISN policies and regulations; edits budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; negotiates budget funding amounts, timing, and other changes with VACO officials; monitors the overall budget allotments; and recommends reprogramming of funds, as required. Collaborates and provides education and consultative guidance to Finance staff for routine budget reporting. Interprets routine repots and supports end-user inquiries concerning information provided on the reports. Audits and ensures the integrity, reliability, and integration of information provided. Monitors budget, assists in projecting their costs, determines where funds are spent, and recommends adjustments in program spending. Estimates and monitors annual obligation data, and employment by cost center and budget object code. Reviews historical financial operating data and trends to prepare and/or validate estimates. Performs analysis of both a routine and complex nature, comparing actual to budgeted results. Analyzes accounting records to determine financial resources required to implement programs and makes recommendations for budget allocations ensuring conformance to budgetary limits. Maintains records of funding, obligations, and expenditures for assigned special programs. Responsible for preparation, publication, and accuracy of biweekly, monthly, quarterly, annual, and special budgetary reports or analysis as requested by local management, program offices, the VISN, and VACO. Performs other related duties as assigned. Qualifications

All qualifications requirements must be met by the closing date of the announcement. To qualify for the GS-9 grade level, you must meet one of the following qualification requirements before the closing date of the announcement: GS-9 Specialized Experience: One year of specialized experience equivalent to the next lower grade level of GS-7 in federal service. Specialized experience is experience applying knowledge of budgetary policies and processes, precedents, goals, objective, regulations, and guidelines for the sources, types and methods for finding agencies and programs in order to analyze and administer a large, complex budget, and ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives; experience applying comprehensive knowledge of the complex and interwoven relationship between budgetary and financial procedures and directives needed to recommend feasible actions addressing abrupt changes in program requirements; experience in the analysis and comparison of selected object class and line item obligations and expenditures in the approved operating budget to determine whether funds are being used appropriately; experience adjusting data on the appropriate forms and schedules to reflect changes in funds available, obligations, and expenditures; and experience writing brief factual reports detailing the purposes for which funds were obligated and expended. OR GS-9 Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR GS-9 Combination of Education and Experience: An equivalent combination of specialized experience and successfully completed graduate education beyond a bachelor's degree, as described above, to meet the requirements for this position. (TRANSCRIPTS REQUIRED) To qualify for the GS-11 grade level, you must meet one of the following qualification requirements before the closing date of the announcement: GS-11 Specialized Experience: One year of specialized experience equivalent to at least the GS-9 level in federal service. Specialized experience is experience applying knowledge of budgetary policies and processes, precedents, goals, objective, regulations, and guidelines for the sources, types and methods for finding agencies and programs in order to analyze and administer a large, complex budget, and ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives; experience applying comprehensive knowledge of the complex and interwoven relationship between budgetary and financial procedures and directives needed to recommend feasible actions addressing abrupt changes in program requirements; experience in the analysis and comparison of selected object class and line item obligations and expenditures in the approved operating budget to determine whether funds are being used appropriately; experience adjusting data on the appropriate forms and schedules to reflect changes in funds available, obligations, and expenditures; experience writing brief factual reports detailing the purposes for which funds were obligated and expended; and experience applying auditing techniques and methodologies to complete on-going and ad-hoc analysis of financial status and to conduct difficult reconciliations involving the interfaces and interrelationships between and among financial and budgetary systems. OR GS-11 Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR GS-11 Combination of Education and Experience: An equivalent combination of specialized experience and successfully completed graduate education beyond a master's degree, as described above, to meet the requirements for this position.
