You will serve as a LINE ADJUDICATOR in the SECNAV Council of Review Boards.

Duties

You will serve as a panel member of the Personnel Security Appeals Board, the Naval Discharge Review Board, and the Physical Evaluation Board. You will prepare final or formal proceedings reflecting adjudication of the Board’s factual findings and conclusions. You will provide summaries of information listing all issues of concern and cite national security criteria not met, mitigating factors, and recommendations regarding the disposition of cases. You will review petitions from former service members to ensure the discharges were proper and equitable under law and policy. You will review disability evaluation system cases to determine a service member’s fitness to continue military service. You will present orally and/or in writing a summary of the facts in each case based on a comprehensive analysis of the application and supporting materials. You will articulate orally and/or in writing statutes, laws, regulations, case precedent, procedures, and verify policies have been properly interpreted and applied or violated. You will present the most appropriate disposition for the case ensuring consideration of alternative dispositions, and all significant factors, adverse impacts, or undesirable effects in granting an applicant’s request.

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience presenting briefs and reports to military and civilian officials (e.g., Flag Officers, General Officers and members of the Senior Executive Service); Experience applying administrative processes and correspondence formats in compliance with agency requirements; Experience managing multiple tasks simultaneously to manage changes and priorities in a timely and correct manner.
