About the Position: Position is located in the Mission & Installation Contracting Command, Enterprise & Installation Operations, Contract Management Division, Ft. Belvoir, Virginia. The Mission & Installation Contracting Command supports installation and garrison operations on Fort Belvoir and other installations in the National Capital Region.

Duties

Manages all aspects of the functional area of contract management, including contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination, and close-out for a variety of contracts. Serves as a warranted contracting officer responsible for pre-award and/or post-award functions for complex procurements of construction, equipment, services, and supplies Coordinates the preparation of solicitations with the technical staff to ensure that resultant contracts are technically sufficient and will provide the requested services to meet customer requirements. Performs detailed analyses of all elements of cost in contractor proposals, and makes competitive range determinations. Advises customers in all phases of the acquisition process. Resolves complex contracting issues, claims, or termination settlements for the team.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • The incumbent of this position is required to submit pre-employment financial statement disclosure (OGE 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires temporary duty (TDY) travel up to 10% of the time.
  • The incumbent of this position is required to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Experience performing pre-award or post-award procurement functions; and 2) Experience in contract management, such as contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, and/or termination and 3) Experience implementing contractual guidance and processes for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
