You will serve as a SPECIFICATION WRITING SPECIALIST in the Facilities Engineering and Acquisition Branch of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will prepare contract documents (specifications, attachments, cost estimates, etc.) for Facility Service Contract (FSC ).
You will participate in face-to-face meetings with key personnel to obtain relevant data from various sources and to resolve facility support contract matters.
You will give advice and instruction on both technical and administrative matters involving specification writing, specification reviews, and evaluation of technical proposals for contract awards and modifications.
You will interpret and apply relevant laws, regulations, policies, standards, and procedures to specifications for facility service contracts.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of technical and legal terminology of contracts involving Facility Support and BOS contracts in order to apply the terms of the contracts in contract preparation; 2) Preparing contract documents (specifications, attachments, cost estimates, etc.) for Facility Support Contracts (FSC) used for the procurement of recurring and non-recurring services supporting sustainment, utilities, facility services, environmental, transportation, and various base operation support service requirements; 3) Conducting pre-award specification writing duties encompassing reviewing approved Regional Acquisition Strategy Plan (RASP) for existing contracting vehicles; 4) Coordinating with requiring activity and appropriate SME to define customer requirements; 5) Attending site visits and pre¬ proposal conferences; and 6) Reviewing FSC contract documents for conformance with FAR and Navy regulations for completeness, contractibility, practicability, and scope. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Following directions and guidance to assist in preparing contract documents (i.e., specifications, attachments, cost estimates, etc.) for facilities support contracts in support of sustainment, utilities, facilities services, environmental, transportation, and various base operation support service requirements; 2) Following directions and guidance to apply industrial engineering practices to define customer requirements and translate to performance based specifications; 3) Assisting with preparing cost analysis and estimate reports for a variety of procurement actions; 4) Assisting in developing contract pricing line items, aligning pricing and estimate to each Supported Command, defining technical Source Selection factors, and preparing responses to technical questions from contractors and other technical support during the solicitation process; and 5) Participating in site visits and pre¬ proposal conferences. Education
Applicants for the GS-11 level that do not meet the specialized experience as described above may qualify with education or a combination of experience and education as follows: You must have successfully completed a Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled;
OR
You must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled;
OR
You must have successfully completed an LL.M. degree that is related to the position being filled.
Applicants for the GS-09 level that do not meet the specialized experience as described above may qualify with education or a combination of experience and education as follows: You must have successfully completed a master's or equivalent graduate degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position;
OR
You must have completed two full years of progressively higher level graduate education leading to a master's degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position;
OR
You must have obtained an LL.B. or J.D. that is related to the position being filled.
