You will serve as the End User Computing (EUC) Team Lead for the Research and Development Support Activity (RDSA) Command Information Officer (IO). You will be responsible for all matters concerning EUC Information Technology (IT) systems management, IT Service Desk operations, and Customer Support disciplines to ensure they meet the organization's mission and business objectives. This position is located at NAVAL INTELLIGENCE ACTIVITY in Springfield, Virginia.

Duties

You will provide technical and management oversight to a diverse workforce responsible for the operations and maintenance of all end user information systems hardware and applications. You will provide guidance to develop, benchmark, and manage an asset management program to track all IT equipment and their associated activities. You will establish and foster relationships with cross-functional teams, service owners as well as key customers. You will develop a budget plan that supports the long-range goals and objectives for the assigned functional area of responsibility.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • Must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2; see Additional Information section.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below:1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing the overall work of IT Service Desk Teams' support services by applying expert knowledge (i.e. ITIL: Information Technology Infrastructure Library) and skills to include customer support concepts and methods; 2) Performing project management to verify and validate project scope, requirements and deliverables; and determine appropriate resource management to lead multiple projects simultaneously; and, 3) Monitoring service desk performance and effect required changes to maximize customer satisfaction.
