This position is located in the Pay and Benefits Services Branch (PBSB), Division of Human Resource Management, Office of Information Resource Management, National Science Foundation (NSF). The incumbent serves as the Lead Human Resources Specialist on the Work/Life Team with responsibility for planning, analyzing, implementing, and administering a wide variety of work/life programs within the Foundation.

Duties

As a Lead Human Resources Specialist (Work/Life), you will perform the following duties: Lead the Work/Life Team by identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. Report to the Branch Chief periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. Serve as the agency's senior consultant on work/life programs administration. Develops and/or reviews policies and procedures to ensure consistency in their application and recommends modifications. Develop and implements plans designed to enhance relationships and to increase effectiveness in communicating information about the work/life programs portfolio. Analyze and solve particularly complex and sensitive problems and issues, such as those involving apparently conflicting laws, agency policy, the Collective Bargaining Agreement, or other requirements. Provide oversight and the critical coordination necessary to run effective, broad, and equitable work/life programs. Serve as a direct contact with senior management officials to apprise them of progress and to receive guidance and suggestions on ways to improve and strengthen the agency's work/life programs. Serve as Contracting Officer's Representative (COR) for assigned work/life services contracts. Writes the technical documents for the contract, to include statement of work and/or performance work statement, quality assurance surveillance plan.

Requirements

Qualifications

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 Level in the federal service leading work/life programs for an organization. To be creditable, this experience must have equipped the applicant with the qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience in leading teams or a project. Experience as a Contracting Officer's Representative or Subject Matter Expert for a contract. Experience implementing and managing work/life programs. Experience developing program policies and procedures and disseminating agency-wide guidance. Experience developing communication and training materials to engage the workforce and bring awareness to work/life programs. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
