The primary purpose of this position is: Management of all aspects to adequately mobilize, equip; train, and provide/obtain protective measures for contractors on the global Air Force Contract Augmentation Program (AFCAP).
Duties
1. Independently performs analyses, procedural processes and coordination duties to ensure AFCAP contractors are properly trained, equipped and mobilized to support AFCAP contingency support commitments.
2. Manages projections, planning and reporting to include census, database management.
3. Performs duties utilizing, reviewing, analyzing, adjusting and implementing guidance from a myriad of Government entities.

- This position has been designated as Key. In the event of a crisis, selectee must perform the Key. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.
- Position may be required to work an uncommon tour of duty. Incumbent may be required to be on standby after normal duty hours.
- This position may require travel.
- Selectee may be required to serve a probationary or trial period.
- Position routinely requires incumbent to be on-call to support worldwide operations and short-notice, high priority missions.
- Temporary Duty (TDY) may be required. TDY may require the use of regularly scheduled military or commercial transportation.
- 1/2 Position may be required to work an uncommon tour of duty.
- 2/2 Incumbent may be required to be on standby after normal duty hours and work varying hours, rotating shifts, and/or significant
overtime, to include weekends and holidays, during exercises, contingencies and as mission
requirements dictate.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
SPECIALIZED EXPERIENCE: Applicants must or will have within 120 days of closing of this announcement, 1 year of specialized experience at the next lower grade GS-07, (or equivalent in other pay systems). Specialized experience includes management of mobilization/demobilization, training and equipping contractors and commercial vendors with compliance and regulations; provide reports and updates as necessary; ability to advocate for contractors when contingencies are needed.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: .
I. Knowledge of the mobility and contingency planning and execution process and automated data systems.
2. Knowledge of personnel management policies, practices, and procedures, including the ability to adjust work operations to meet emergencies; change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and to establish
program objectives or performance goals and assess progress toward their achievement.
3. Ability to communicate effectively, both orally and in writing, using to prepare/present surveys, reports, proposals, and to conduct mobility readiness and readiness training to a variety of audiences.
4. Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work process and continually improve them to meet customer requirements.
5. Ability and skill in recognizing the inter-relationships of various aspects of operating programs and integrating and analyzing such information to evaluate overall program status.
6. Knowledge of manpower and personnel directives/instructions and corresponding directives, policies and guidance for contract personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
