Provides or obtains a variety of management services essential to the direction and operation of the Pathology & Laboratory Services at the VA Medical Center, Marion, IL. The incumbent provides advisory functions through use of extensive knowledge and understanding of management principles, practices, and methods to integrate and coordinate delivery of services. Utilizes management analysis, financial, program, and office services administration skills in overall job responsibilities.

Duties

Duties include but are not limited to: Provides recommendation for personnel management within Pathology & Laboratory Services to include compliance to staffing plans, strategic planning goals, and human resources requirements. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities and assists in the timekeeping approvals. Identifies trends toward deviations, suggests methods to improve, gathers, identifies and assembles data and prepares periodic formal review and analysis. Assures the service has internal systems and procedures for carrying out its functions to meet the requirements of balancing costs, benefits, productivity, and effectiveness. Gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Complete reports and recommendations influence decisions by managers concerning the internal administrative operations. Work Schedule: Full-Time, Monday - Friday, 8:00 am - 4:30 pm Telework: Not eligible for Telework Position Description/PD#: Administrative Officer/PD086670 Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, MM/DD/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. (This is separate from your experience and is mandated by statutory and regulatory requirements.) For this GS-09 position you must have served 52 weeks at the GS-07 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must also qualify based on your experience and/or education as described below. Simply meeting the time-in-grade requirements does not automatically make you qualified for the positions, you must have detailed experience performing the duties listed on your resume. To meet the minimum qualifications for the GS-09 position, you must have at least one (1) full year of specialized experience equivalent to the GS-07 grade level in the Federal service (or equivalent pay band) AND have 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing AND possess knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations; a knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; a knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations? OR Do you have general experience: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing AND Do you have one year time in grade at the next lower grade level, which is GS-07 for this position AND one of the educational substitutions below for specialized experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related If using one of the educational substitutions for specialized experience you must upload your transcripts with confer date and degree awarded (if degree was awarded). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
