The Administrative Officer position provides administration, management, liaison and coordination support to Behavioral Medicine Service. The incumbent will provide advisory functions to Behavioral Medicine and will evaluate, analyze, and advise on special projects that may affect the entire Marion VA Medical Center as it relates to Behavioral Medicine.
Duties
Duties will include:
Performs the full range of personnel management and administration for a small organization with varied functions and activities.
Acts as the liaison with human resources concerning personnel related matters.
Consult with physicians and technical personnel on prospective section program requirements.
Coordinates labor mapping for the service.
Prepare and present all justifications to top management to procure, transfer or increase allocated funds.
Maintain a system of internal control, which will assure the appropriate fiscal management of VA appropriated funds.
Exercising central budget control of the Behavioral Medicine Service and national programs appropriations.
Reviews all expenditures to ensure that they are appropriately charged to Medical Service or other funds.
Oversees annual budget planning and implementation. Makes budget projections and analysis for future projects and fiscal years.
Prepares and or reviews budget reports for VISN leadership, VA Central Office (VACO}, and other auditing agencies/authorities.
Manages all finance control points.
Coordinates the acquisition of supplies, equipment, and services.
Serves as a certified Contracting Officer's Representative {COR) for contract development and management of quality monitoring. Serves as time card approving official, and responsible for providing guidance to part-time physicians in completion of subsidiary time sheets.
Provides subordinate supervisors and section employees with regulations and procedures intended to improve section operations, interpretations of regulations in order to facilitate operations, and for acting as the focal point within Medicine Service for the solution of the most difficult operational/administrative problems, or other intradepartmental questions which may arise.
Works in conjunction with staff and program coordinators to solve employee problems.
Knowledge of VA/Local AFGE Master Agreement is sufficient for the incumbent to advise the Chief, Medicine Service on employee relations and resolve employee grievances under their supervision.

Work Schedule: 7:30 AM - 4:00 PM, Monday-Friday
Telework: Two days a week may be authorized. Telework will be discussed during the interview process.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Examples of specialized experience would typically include, but are not limited to: Serves as the HR liaison and manages, submits multiple types of HR actions, assists supervisors/managers with complex personnel issues, serves, maintains and updating department or service-level databases and highly complex labor mapping items; managing and balancing financial aspects of fund control points and purchase procedures for multiple programs; and identifies, analyzes, and makes recommendations to resolve administrative operations.

Physical Requirements: The work is sedentary in nature. Typically the incumbent will sit to perform work functions, but there may be some walking, standing, reaching, stooping, bending, kneeling, crouching, or carrying light items.
