The Marion VA HCS is accepting applications for an Administrative Officer for Surgery Service. The incumbent will serve in a staff role to the Service Chief, provide the full range of complex staff support functions and the full range of administrative responsibilities not requiring a medical decision for the overall management of the clinical service and programs. Incumbent will be responsible for the development, implementations and monitoring of care initiatives in Surgery Service.
Duties
The incumbent serves as an advisor and communication vehicle to senior management on issues related to Surgery Service. Duties include but are not limited to:
Daily administrative management responsibility for the Service Chief
Participate in management discussions, decisions and policy making
Key contributor regarding Service management and policy
Ensure the development and implementation of appropriate Medical Center policies and standard operating procedures
Establish procedures to meet accreditations standards
Analyze, evaluate and advise on the effectiveness of work methods/procedures
Completes independent assessments of the value of the program to include analysis of the costs, quality measures and customer satisfaction indices
Manage daily operations of Surgery Service that do not require clinical decision making
Monitors, reports and leads or participates on special teams to improve departmental, facility and VISN performance standards
Lead or serve as a team member on special projects or studies
Prepare and review reports involving trend analyses
Prepare and analyze data and make recommendations for improvement, address and discrepancies
Provide the full range of administrative responsibilities for overall management of the clinical service and programs which encompasses inpatient care, outpatient care, urgent care and ambulatory procedural care
Develop, implement and monitor care initiatives in Surgery Service
Responsible for recruitment, hiring, onboarding, personnel actions and continued performance evaluation
Serve as Contracting Officer Representative (COR) for medical services contracts
Responsible for the day-to-day administrative management of Surgery Service and flow of clinics and operating room and on-call service
Evaluate and monitor administrative activities and makes recommendations for program improvements
Facilitate interviews of candidates for positions for clinical and administrative roles
Directs recruitment and onboarding activities
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m., excluding Federal holidays.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-09 position you must have served 52 weeks at the GS-07 grade level.
For a GS-11 position you must have served 52 weeks at the GS-09 grade level.
You may qualify based on your experience and/or education as described below:
GS-09:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative methods and techniques to issues or functions related to administration; basic research to gather statistics and quantitative research from notes, interviews, and observations; general knowledge of pertinent laws, regulations, policies, and precedents which affect administrative operations; adapt quantitative analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity; conducting basic analysis of functions and work processes; organize, schedule, and complete assignments in a timely manner; prepare and submit requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 18 semester hours of graduate level education. Total qualifying experience as a percentage of the specialized experience required plus total creditable education as a percentage of the education required must equal at least 100 percent.
GS-11:
Specialized Experience: Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-09 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but is not limited to: Creating reports, coordinating and scheduling meetings; applying analytical and evaluative methods and techniques to issues or functions related to administration; conducting research to gather statistics and quantitative research from notes, interviews, and observations; knowledge of a wide variety of pertinent laws, regulations, policies, and precedents which affect administrative operations; adapting quantitative analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity; conducting detailed analysis of complex functions and work processes; presenting recommendations and negotiating solutions to disputed recommendations; organizing, scheduling, and completing assignments; and formulating administrative policies and procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. To be creditable, specialized experience must have been equivalent to the GS-09 level. NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher-level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 3 full years of progressively higher-level graduate education leading to such a degree.
