The position is located with the Department of Veterans Affairs, Board of Veterans Appeals, and Office of Appellate Operations. The Board of Veterans' Appeals (Board/BVA) is the component of the Department of Veterans Affairs (VA) that is responsible for entering the final decision on behalf of the Secretary in each of the many thousands of claims for entitlement to Veterans' Benefits that are presented annually for the appellate review.

Duties

Keeps the Deputy Vice Chairman informed of management-related matters and provides advice on same. Works cooperatively with staff to ensure smooth operation of the Office of Appellate Operations (OAO) to include the full range of policy and operational issues. Works with other staff within the Office of Appellate Operations (OAO) in developing approaches and solutions to administrative and management problems. Manages a wide range of policy matters prior to presentation to the Deputy Vice Chairman for decision. Formulates and executes action plans in response to business and management problems or initiatives, directives, regulations, legislation or any other areas. Maintains close coordination with the rest of the front office staff to ensure consistency and efficiency in the approach to the decision-making process. Provides organizational support for planning, analyzing, coordinating, evaluating, and directing the development of priorities. Reviews incoming correspondence and conducts substantive review of correspondence for the signature of the Deputy Vice Chairman or other high level officials. Prepares briefing papers, correspondence, and other written material relating to the legislative process. Previews appointments and events for the Deputy Vice Chairman schedule. Gathers information from a variety of sources such as interviews, telephone conversations, research in files, etc. Reads and analyzes a wide range of non-routine incoming materials from VA, Congressional offices, and other non-Board elements, and briefs the Deputy Vice Chairman's on its content. Analyzes, develops criteria for, and evaluates policies and procedures affecting organizational program objectives. Coordinates special and confidential assignments as necessary to help support the Deputy Vice Chairman in executing mission of the office. Initiates and conduct major studies involving issues brought to the attention of the Deputy Vice Chairman. Serves as the Deputy Vice Chairman central point for all proposed legislation, appeals procedures, and current initiatives. Conducts extensive in-depth research and other fact-finding activities for the Deputy Vice Chairman. Provides guidance and advice to staff at all levels on Deputy Vice Chairman policies and programs, case management requirements, and protocol matters. Compiles, assembles, and classifies statistics from source material. Performs special studies, which include analyzing data, developing formats to report the results of studies, and recommending alternative courses of action. Work Schedule: Monday-Friday, 8:00am - 4:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinates critical and sensitive activities to leadership. Creates action plans in response to problems or initiatives. Analyze criteria and evaluate policies procedures. Conduct studies involving issues brought to attention by leadership. Conduct research and other fact finding activities. You will be rated on the following Competencies for this position: Administrative and Management Organizational Awareness Decision-making Problem Solving Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work is mostly sedentary. May require transporting rolling carts or filing and retrieving folders, boxes and other items that can weigh approximately 20 pounds.
