This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Budget and Resource Management (BRM), at the U.S. Agency for International Development (USAID).
Duties
Provide formulation and justification of budgets for a portfolio of operating units and develop options and recommendations for program budget requests and allocations and oversee preparation of concise briefing materials
Adjust long-range program budget and resource allocation plans to reflect feedback from the budget execution process.
Analyze appropriation actions by Congress, and use Congressional appropriation processes and USAID programs and Presidential priorities to advise Congress on budget and program and the details of Congressional Notification of country program changes.
Review and analyze requests for budget reallocations from USAID missions and bureaus and provides options and
recommendations to the Administrator on reallocation requests
Perform difficult budget execution fund control activities, adapting budgetary policies, analytical methods, and regulatory procedures to ensuring consistency between overall program budget and resource allocations and development priorities.
Notify management officials of trends toward over- and under Obligation of allocated resources and recommends approval or disapproval of requests for allotments and
other similar funding requests.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.
Qualifications
Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:(a) providing the formulation and justification of budgets for an entire Federal agency; (b) using knowledge of the Congressional appropriation process and an organization's programs and Presidential priorities to advise on strategy for interaction with the Congress on budget and program and the details of Congressional Notifications; and (c) developing and disseminating Agency-wide guidance governing the execution of program budgets, and providing assistance to offices, as needed, on the budget execution process.
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:(a) independently providing expert research, analysis and recommendations on complex matters affecting agency-wide budget planning, programming and resource allocation; (b) planning and leading the implementation of changes to agency-wide budget or resource management; and (c) representing a major agency on budget workgroups or teams, advocating for agency's priorities and brief ng senior leadership orally and in writing on progress and recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
