Duties
Development, implementation, management, and continuous improvement of the USDA Risk Management Framework (RMF) with the Assessment and Authorization and On-Going Annual Assessments Programs.
Establishing and implementing the governance processes and frameworks for identifying and reporting cybersecurity risks across the Department’s information system inventory.
Develops, implements, manages, and continually improves the USDA FISMA reportable systems inventory platform to support the Authority to Operate (ATO), Assessment and Authorization (AA), and Plan of Action and Milestones (POAM) management.
Directs and manages annual FISMA reporting.
Designated expert and authority on all matters concerning Federal information security/information assurance, including, but not limited to, security policy and procedures, security strategy and operational management.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is demonstrated in all of the following area: (1) Establishing and managing risk management framework; and (2) Managing and continuously improving an agency compliance and oversight program.
