About the Position: Position may be filled as Term Appointment Not-to-Exceed 3 years, if the candidate is not a current, permanent Army Employee. Term appointments within the DoD may be extended up to 8 years. Position may also be filled as a temporary promotion or temporary reassignment NTE 3 years by a current, permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of 5 years and may be made permanent without further competition.
Duties
Serve as the primary point of contact and command representative with complete responsibility for developing, coordinating, and managing Security Assistance (SA) programs.
Prepare briefings, trip books, read-aheads, issue papers, action items, informational papers/memorandums, and other documents for leadership.
Coordinate and participate, as required, in visits by U.S. personnel and officials to assigned foreign countries/organizations.
Serve as a Country Program Manager (CPM) for assigned countries, programs, and organizations for the purchase, transfer and/or lease of defense articles, training, and services.
Responsible for all logistical aspects (for example but not limited to: receipt, review, documents, waivers, notification, taskings, processing, etc.) of SA program management.
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- Percentage of time to be spent Temporary Duty travel (TDY) is 25%.
- The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level.
- This is an obligated position.

Specialized Experience: One year of specialized experience which includes assisting in the development of country procurement plans to meet established requirements, analyzing operational deficiencies to provide corrective action; preparing briefings for higher level and foreign officials on the development and execution of assigned programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
