This position is located in the Department of Administrative Services (DAS), Budget Division (BUD). The BUD coordinates the formulation of the judiciary's budget request to the Congress for the operation and maintenance of the courts, federal defender organizations and, in coordination with DDO and the Administrative Office of the U.S. Courts (AO); and executes financial plans to support financial management within the judiciary.
Duties
This position will report to the Deputy Judiciary Budget Officer in the Department of Administrative Services (DAS), Budget Division (BUD). The BUD is seeking a self-motivated and expert level Supervisory Budget Analyst to serve as the Chief of the Budget Formulation Branch. You will be part of a dedicated support team striving to enable the achievement of the constitutional and statutory mission goal of the judicial branch of government - to provide equal justice under law.
The BUD prepares the Judiciary's annual budget request to Congress, oversees the execution of the Judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on Judiciary budgetary issues. The Division's work includes budget formulation, budget execution, and program budgeting and analysis. The BUD also provides staff support to the Budget Committee of the Judicial Conference and to the Committee's Economy Subcommittee.
The Budget Formulation Branch coordinates the preparation and justification of the Judiciary's annual budget request to the President and Congress as well as the Judiciary's long-range budget estimates. The Branch also supports the Judicial Conference's Budget Committee and its Economy Subcommittee on the development of the judiciary's budget request and on cost-containment initiatives.
The incumbent will be responsible for managing and producing special analyses and reports on budgetary issues. In addition, this position involves direct supervision of senior and junior budget analysts. The incumbent will collaborate closely with the Budget Execution Branch on a range of budget execution responsibilities. The ideal candidate should be knowledgeable of the federal Judiciary's budget processes and possess strong writing, editing, analytical, quantitative, and communication skills.
The duties of this position include, but are not limited to:
Managing the national budget formulation process and preparing analytical products for audiences including senior staff of the AO and judges.
Managing, preparing, and producing special analyses and reports on budgetary issues and establishing trusted relationships with program partners to support timely submission of budget requests.
Coordinating the preparation and justification of the judiciary's annual budget request to Congress as well as the judiciary's long-range budget estimates.
Establishing and maintaining a framework for formulating and justifying budget requests that follow applicable statutes, regulations, and policies with a focus on results.
Collaborating with the Budget Division's Budget Execution Branch to support a range of budget execution activities.
Working as a senior member of the Budget Division management team to improve financial management throughout the Judiciary.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Managing the budget formulation process, execution, analysis, and financial management for a national program;
Experience utilizing financial management principles, methods, and practices to formulate a complex budget from decentralized components; and
Coordinating the preparation and justification of annual budget request materials for submission to Congress and long-range estimates.
