This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Commissioned Personnel Center (CPC) with (1) vacancy located in Silver Spring, MD. Duties

As a Management and Program Analysis Officer, you will perform the following duties: Assess and evaluate the state of the NOAA Corps' human capital, ensuring strategic, requirements-based workforce planning and Officer Corps Management Plans are advanced with specific targets to achieve workforce objectives. Develops a comprehensive human capital strategic plan that is OMAO's executable, measurable, and aligned with strategic objectives. Fulfill Human Capital Assessment and Accountability Framework (HCAAF) audit responsibilities by implementing a consistent system to monitor and analyze performance of human capital management policies, programs, and activities to ensure they support accomplishment of mission and are effective, efficient, and in compliance with merit system principles. Conduct independent review of human resources transactions and identifies successes and areas of improvement in meeting requirements. Compiles assessment results and recommends/implements changes/re-engineers processes to improve current practices and correct any challenge areas. Create written policies, study summaries, project plans, and strategic documents that are clearly presented and grammatically correct. Develops visual representations of data to support main points and conclusions. Presents outcomes of studies, audits, projects, and proposed strategic plans to senior management in oral/written presentations and briefings.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Assisting in evaluating the state of an organization's human capital and ensuring strategic, requirements-based workforce planning in order to achieve workforce objectives; and Assisting in fulfilling audit responsibilities by implementing a system to monitor and analyze the performance of human capital management policies, programs, and activities.
