Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Management and Program Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:
Using qualitative and quantitative analysis techniques, analyzes and evaluates the management practices and methods, and administrative operations of substantive organizations and complex functions.
Identifying and analyzing issues, problems, and challenges facing the organization; formulating and evaluating possible courses of action for resolving them; drawing conclusions based on relevant facts; and recommending solutions to management.
Analyzing and evaluating the effectiveness of program operations in meeting the established goals and objectives of ACL.
Individually or as a team member, participating in surveys, studies and other investigations of management practices and administrative operations to determine the adequacy of present systems and to improve organizational operations.
Developing policies, guidelines, instructions, and procedures for administrative and management requirements.
Duties as shown are at the full performance level (FPL) of the GS-12. Duties will be developmental in nature when filled below the FPL.

Minimum Qualifications:
For GS-07:
Experience: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level in the Federal service performing at least two (2)of the following:
Gathering pertinent data and recognizing solutions for programs and activities.
Planning and organizing work.
Analyzing data to determine compliance with applicable guidelines.
Ability to use technology such as data analysis platforms, databases, spreadsheets or similar.

Education: Successful completion of at least one (1) full year (18 semester/27 quarter credits) of progressively higher-level graduate degree. You must include transcripts.

For GS-9:
Experience: You must have one-year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes at least 2 (two) of the following:
Assisting in implementing monitoring and program evaluation plans, procedures, and/or methodology.
Assisting with researching issues, laws, regulations, guidelines, and/or approved procedures to support or develop findings.
Drafting reports for supervisors based on evaluation findings.

Education: Successful completion of at least a Master's or equivalent graduate degree or 2 full years (36 semester/54 quarter credits) of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts.
