This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), Washington, District of Columbia.

Duties

The primary purpose of this position is implementing the necessary programs to align the Information Technology (IT) organization, including all of the systems and infrastructure to support the missions and activities across the Department within each of the Components. Duties performed: Leading the development of policies for IT systems and IT workforce planning and management issues. Managing network systems as well as initiatives in analyzing and resolving software challenges. Managing, planning, and coordinating security authentication technology for appropriateness and compliance. Supervising contractors in the development of software systems for operating systems.

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below. Basic Requirement: Possess information technology related experience demonstrating each of the four required competencies: A. Attention to Detail: Ensuring IT programs are in compliance with policies and/or standards; B. Customer Service: Defining expectations for the delivery of customer support services; C. Oral Communication: Consulting with developers to define system requirements; and D. Problem Solving: Resolving issues affecting IT infrastructure. AND Specialized Experience: GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Developing policies or guidelines for an IT program; Coordinating efforts to maintain or enhance network services; Advising on IT security procedures to ensure network security; and Managing a group or team tasked with developing software for an organization.
