This position is a HUMAN RESOURCE SPECIALIST (LABOR & EMPLOYEE RELATIONS) aligned to the LABOR & EMPLOYEE RELATIONS DIVISION of CIVILIAN HUMAN RESOURCES OFFICE - SOUTHEAST. of MARINE CORPS BASE.

Duties

You will advise and assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems. You will review and advise management on performance plans and provide technical support. You will provide authoritative technical assistance to management on issues such as handling and resolution of adverse actions, grievances and appeals. You will advise management regarding negotiability determinations and participate in negotiation sessions. You will manage on-going bargaining unit status codes for all serviced activities, applying significant knowledge of case law and inclusion/exclusions associated with serviced units. You will provide advice and guidance on the processes and procedures of the appraisals and awards programs for consistent and equitable administration of programs. You will provide overall advice and assistance on management employee relations, discipline, adverse actions, grievances, performance management, employee counseling and related employee relation matters. You will gather background information and prepare formal correspondence or e-mail on a range of disciplinary actions. You will provide advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals.

Qualifications

GS 09: I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector: Provide assistance to the civilian and military management officials on employee/labor relations matters including: employee conduct; performance and disciplinary actions; labor/union program, policy, or practices; performance management; work/life programs; and, regulatory and policy advice for workforce relations matters. GS 11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Serve as an advisor/consultant to civilian and military management officials on employee/labor relations matters including: employee conduct; performance and disciplinary actions; labor/union program, policy, or practices; performance management; work/life programs; and, regulatory and policy advice for workforce relations matters. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS 09:
  • I have successfully completed a master's or equivalent graduate degree OR
  • I have successfully completed 2 full years of progressively higher level graduate education leading to such a degree OR

  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
GS 11:

  • I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR
  • I have successfully completed an LL.M. degree that is related to the position being filled.
