This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Planning, Research and Evaluation (OPRE), Office of the Director (OD), located in Washington DC, District of Columbia.

Duties

The incumbent serves as the principal advisor on all aspects of human resources (HR), financial management, procurement, travel, organizational development, space management, emergency planning, time and attendance, property management and other administrative services. Serves as the subject matter expert in meeting the human resource management activities within the organization and providing management officials, supervisors and staff with guidance regarding personnel services. The incumbent performs activities related to financial management and budget execution issues affecting the organization and makes recommendations regarding restructuring immediate and long-range goals to meet changes in legislation and/or funding levels. The incumbent provides technical and policy advice, evaluations and recommendations on the development and establishment of administrative, human resource (HR), fiscal strategies and policies to help achieve the organization their goals. The incumbent performs various supervisory duties that include daily technical and administrative leadership to the organization's administrative team staff.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Directing administrative management program(s) involving at least one of the following areas: administrative, human resources, procurement or fiscal strategies; Establishing strategies and/or short- and long-range plans to support organization's initiatives; Developing and/or implementing policies for operational activities within the organization; Overseeing budgeting and/or staffing levels; Providing leadership to administrative staff. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
