As an Administrative Officer at the GS-0341-13, you will be part of Office of the Chief Financial Officer, Office of Personnel Management. If selected, you will be responsible for providing oversight and direction to the staff and, as the technical expert responsible for providing authoritative guidance and assistance to managers, supervisors, and employees on a variety of administrative and management program areas.
Duties
Advise management on various types of workplace flexibilities.
Create requests for personnel actions of a routine nature for submission to the HR office.
Provide advice and recommendations to management by assisting them with personnel matters involving staffing, position classification, employee development, career promotions, reassignments, grade alignments, or solutions to specific personnel problems.
Evaluate the availability of resources for the overall staffing plan of programs serviced to make recommendations to management for improving operational efficiency of the office.
Create procurement request using automated applications and systems.
Implement the purchase card program for an organization in accordance with regulations.
Research current policy to decide appropriate policy and procedures in relation to current projects, taskings and issues.
Act as the organization coordinator for performance management to include oversight and coordination of performance plans, quarterly reviews, and annual reviews in an automated system.
Implement the purchase card program for center in accordance with regulations.
Ensure funds are available before obligations or commitments are made by budget officials.
Coordinate documentation in support of procurements which may include work statements, solicitations, independent government cost estimates, requests for lines of accounting, acquisitions plans and other miscellaneous products.
Track the value and status of contracts within the office.
Qualifications
For the GS-13 Grade Level: You must have one full-time year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service (obtained either in the private or public sector) performing ALL of the following duties:
Providing advice to senior leadership in the planning and execution of organizational goals and management priorities;
Managing administrative functions to include budget, finance, contracts, travel, or HR procedures (i.e. performance management/workforce/succession planning); and
Collaborating, coordinating, or negotiating with internal and external stakeholders on behalf of senior leadership.
You must include evidence of this specialized experience in your resume, including the dates of experience (month/year) and a detailed work schedule and the number of hours worked per week for each position you've held, specifying whether the roles were full-time or part-time.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
