This position is located in the Department of Homeland Security (DHS), Office of the Chief Security Officer (OCSO), Enterprise Security Services Division (ESSD).
The primary purpose of this position is:
The incumbent serves as an Information Technology Specialist, Enterprise Security Services Division (ESSD), Enterprise Security Operations and Support (ESOS), Office of the Chief Security Officer (OCSO), Department of Homeland Security (DHS).
Non-BU: This is a non-bargaining unit position.
Duties
As a Information Technology Specialist, GS-2210-14, your typical work assignments may include:
Comprehensive knowledge of the Integrated Security Management System to include application capability in the Personnel Security, Foreign Access Management, Contracts, Information Security and Administrative modules.
Supports, but not limited to the development, delivery and interpretation of national standards, policies, security-related data, defining systems enhancements and data center hosting requirements and analysis and resolutions of systems security measures, documenting and maintaining technical documentation and related work.
Implements changes from higher authorities by analyzing impact and determining changes to be documents in ISMS configuration changes, or some other appropriate means, such as a change to written policy.
Prepares and analyzes reports; responses to queries, justifications, and background papers on technical aspects of area of expertise and assignments.
In collaboration with the Office of the Chief Information Officer (OCIO), the ESSD directs and oversees enterprise security products and systems for identity management, personnel security case management, Personal Identity Verification (PIV) Card Issuer functions, and the modernization of physical access controls.

Qualifications
The mission of ESSD is to provide secure, reliable, and innovative identity and credential management solutions and services to DHS that enable the protection of the Department's personnel and assets, interoperable access to facilities and systems, and serve as the model for other Federal agencies. Delivery and Infrastructure Services (DIS) Portfolio was organized as a result of a growing need to better manage, operate and modernize Information Technology (IT) investments and portfolios supporting the Identity Credential and Access Management (ICAM) program delivery. DIS's duty is to deliver products and services supporting OCSO's evolving IT landscape and enterprise.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Attention to Detail: Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication: briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving: identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Providing senior level technical guidance and oversight on information system security controls and requirements using Web services, and XLM schema; monitoring compliance of Integrated Security Management System (ISMS) program management; planning, designing, developing, testing, implementing, reporting, operating, and maintaining the ISMS application. AND IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

Education
GS 14 and above: Education is not substitutable for specialized experience at this grade level.
