Duties

This position serves as a HR Specialist (Recruitment and Placement) for the BLM-Utah State Office. Serves as a senior level Human Resources Specialist performing a full range of tasks and/or providing technical guidance to other human resource professionals in recruitment and placement and compensation. Serves as a consultant and advisor in researching, interpreting, and applying Federal HRM laws, regulations, policies, and practices to provide recommendations and solutions to complex and sensitive issues to HR Specialists and management. Interprets and applies applicable regulations and statutes, as well as appropriate personnel management practices in the provision of counsel and advice to supervisory and management staff. Provides technical direction and interpretative guidance to assigned staff, management, and employees, assuring compliance and conformity with applicable laws, rules, regulations, and delegated authorities. Effectively collects information, applying fact finding analysis, evaluation, and research of complex and/or controversial interrelated issues to provide sound conclusions, advice, and recommendations. Train managers and Human Resources staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities. Verify applicant eligibility, qualifications, and ratings for complex technical, professional and scientific positions. Interpret regulations, policies, and directives, and uses good judgment to provide accurate pay setting guidance.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: If selected, you must be able to obtain an OPM Delegated Examining Certification within 8 months of entrance on duty to this position and maintain an OPM Delegated Examining Certification while serving in this position. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify at the GS-11 level you must meet one of the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a HR Specialist. Qualifying specialized experience includes: Providing recruitment and placement services in accordance with the 5 CFR and the Guide to Processing Personnel Actions; interpreting and applying civilian Federal human resources regulations, policies, and procedures related to staffing and pay administration; developing recruitment strategies; conducting job analyses; preparing and positing job announcements using an automated staffing system; screening applicants for basic qualifications; adjudicating Veterans Preference; setting and adjusting pay for new and continuing employees; and utilizing various automated systems to complete a wide variety of personnel actions and daily tasks. OR Education: To qualify based on education you must have 54 semester hours of progressively higher-level graduate leading to a Ph.D. degree or Ph.D. in the field of Human Resources Management or LL.M if related. OR Combination of graduate level education and experience: When substituting, you cannot use the first 36 semester hours that you earned. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify at the GS-12 grade level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a HR Specialist. Qualifying specialized experience includes: Researching, interpreting, and accurately applying Federal laws, regulations and agency policies and/or directives (e.g., Title 5 United States Code (5 USC), Title 5 Code of Federal Regulations (5 CFR) and the Office of Personnel Management (OPM)); providing advice and guidance to managers, supervisors, and employees on all phases of the recruitment and placement process for Federal civilian positions; developing recruitment strategies; conducting job analyses; preparing and positing job announcements using an automated staffing system; screening applicants for basic qualifications; adjudicating Veterans Preference; setting and adjusting pay for new and continuing employees; utilizing various automated systems to complete a wide variety of personnel actions and daily tasks; and mentoring and training new employees in HR regulations and policies. Experience gained as an HR Specialist for Recruitment and Placement in the 0201 occupational series is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Regular and recurring work is performed sitting at a desk except for occasional visits to field office operations, job fairs, meetings, and conferences. Some carrying of files, work materials, etc., and walking and standing for short periods of time are required. Travel by commercial conveyances may be required of this position. Work Environment: The work is normally performed in an office setting with adequate heating, cooling, lighting, and air ventilation. The work involves everyday risks or discomforts that require normal safety precautions. Occasional travel may be required.
