Duties

This Program Specialist position is located in Contracting and Procurement (C&P), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Monitors and manages program performance; compiles data and information on performance metrics. Conducts analyses to identify areas in need of process improvement. Proposes technically sound and administratively compliant solutions to address a range of recurring issues, and improve efficiency and effectiveness in procedures and processes. Oversees internal controls for division in regards to procurement data to ensure data integrity between multiple procurement and financial systems. Advises managers and employees on policies and procedures, promoting understanding of program purpose and requirements. Assists in identifying and procedures that are not consistent with underlying statutory or higher authority directives. Creates standard status and tracking reports for management. Develops standard operating procedures (SOPs), job aids, user manuals, or other informational documents as required. Executes communications programs on policies, processes, and requirements, using a variety of communication methods (meetings, emails, bulletins, briefings, etc.). Keeps team members and employees fully informed of program changes or issues, and addresses inquiries from customers. Provides training or instruction on program elements and requirements to co-worker and employees. Assists in designing or conducting studies or surveys to solicit information on the use and impact of programs. Proposes new methods or metrics to track program efficiency and effectiveness. Supports management in implementing organizational or procedural program changes, or launch of new initiatives. Researches and compiles information to support decision-making for proposed changes. Assists in identifying resource requirements. Coordinates with other units or offices to support program planning through information sharing, consideration of alternate approaches or resolutions and review of applicable policies. Prepares and presents informal and formal presentations on program/projects as assigned.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: - Gathering and systematically maintaining data for all actions; determining its importance, accuracy and effectiveness; Advising/supporting managers and supervisors on processes and procedures. - Responding to inquiries from internal groups within the organization and preparing information for action; - Planning and carrying out analytical and evaluative studies and projects that determine compliance with applicable administrative and program policies, procedure, and requirements; - Demonstrating skill in using computer software applications (e.g., Microsoft Access, Word, Excel, and PowerPoint) to issue reports and track and manage information; - Providing administrative or operations support to management programs or projects Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
