This position is in the Government Accountability Office (GAO), Infrastructure Operations (IO), Security and Emergency Management (SEM), Personnel and Industrial Security branch. The purpose of this position is to directly support and provide advice to management and GAO staff on aspects of the GAO Security Program in an effort to enhance protection and security.
Duties
As a Security Specialist (Personnel Security), PT-0080-3 your typical work assignments may include the following:
Serve as Subject Matter Expert in the review and update of all Personnel Security Orders, policies, and guidance.
Advise management in the development, review, and update of policies to support the personnel security program.
Establish appropriate reporting procedures and quality control oversight on personnel security policies.
Participate and provide input in labor negotiations as required in the development of new policies and guidance.
Conduct security and suitability adjudications related to background investigations.
Review, evaluate, and adjudicate cases in accordance with personnel security practices, investigative standards, policies, regulations, and requirements for a full and compete background investigation.
Review completed work of junior staff to see that work priorities, methods deadlines, and quality have been met.
Perform continuing evaluation of program effectiveness and correct deficiencies in database systems.
Evaluate and ensure existing security systems and procedures are adequate.
Lead efforts to develop and integrate new database applications for tracking background investigations and security clearances.
Develop process improvement recommendations to current personnel security program.
Monitor, track, and prepare reports on the status and progress of personnel security activities.
Resolves stakeholder and Union comments for draft orders and policies.
Develop agency wide security policies by interpreting national security policies.
Qualifications
Minimum Qualification Requirements:
This position requires applicants to have at least one year (52 weeks) of specialized experience at the next lower band, equivalent to the PE-IIA, PT-II, CS-II or GS-13 level in the federal service.
Specialized experience is experience (1) adjudicating complex and sensitive public trust and national security background investigation reports; (2) participating in the development of personnel security policies and procedures; (3) using automated systems associated with verifying security background checks and clearances; and (4) analyzing, interpreting and implementing security related policies, procedures, methods, requirements, and practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
