The Office of Financial Management Systems (OFMS) is located within the Office of The Chief Financial Officer. OFMS is responsible for the provision and operation of all financial management systems at the United States Patent & Trademark Office (USPTO). These systems automate core accounting, acquisition, travel, fee collection, planning, budget, reporting and analytical business processes. Qualifications

The Professional Technical Qualifications (PTQs) for this position are: Senior-level experience in an organization whose mission is to oversee automated management and financial systems. Demonstrated experience with government financial management systems in order to interrelate financial data/information systems and program activities consistent with the Chief Financial Officer (CFO) Act, Government Performance and Results Act (GPRA), Federal Manager's Financial Integrity Act (FMFIA), and other legislative requirements. Demonstrated extensive knowledge of state-of-the-art automated accounting and financial management systems, including various technologies and platforms, in order to plan, direct and assess risks of major information technology investments and performance on an ongoing basis. Demonstrated experience in successfully assessing and managing and system risks and vulnerabilities and identifying corrective actions needed to secure the integrity information technology systems and data. Ability to establish and maintain effective working relationships with business partners, peers, senior agency personnel, OIG, Treasury, and OMB. Note: Submit only the documents requested. Education

Successful completion of a degree in information technology, business administration, finance, accounting, management, statistics or economics.

OR

Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience which includes courses equivalent to a major in economics or statistics, plus appropriate experience or additional education.
