The Program Support Assistants (PSA) position is located at the Muskogee Regional Office in Muskogee, OK. The incumbent is responsible for preparing all incoming paper and electronic education mail to the Regional Processing Office for Education Benefits. The incumbent creates electronic files and claim tokens, as appropriate. The incumbent reports to the Upstream Supervisor and assist in training and mentoring new employees as well as Veterans Claims Examiners (VCE) trainees.
Duties
Process incoming education mail to ensure that it is date stamped and sorted into specific categories, document types, and batched together in groups.
Analyze incoming applications for education benefit programs, placing new applications under the proper end product controls, thereby establishing the record in the Benefits Delivery Network (BDN).
Assign claim numbers and establish end product controls on all original applications.
Operate document scanners and review documents after scanning to ensure documents are clear and legible.
Determine the proper disposition for handling informal claims, to include initial development with the claimant to ensure that the Regional Processing Office (RPO) is delivered a complete application.
Ensure Mail not pertaining to education benefits, or outside of its jurisdiction is forwarded to the proper owner for action.
Request transfer of records using an automated data system systems.

Specialized Experience:
TO qualify at the grade level of GS-06: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the federal or other service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to successfully perform the duties of the position within the organization. Specialized experience for this position is defined as: 1) providing administrative clerical support for an organization that processes claims and/or benefits; 2) collecting, compiling, and tracking data and information; 3) processing documents and reports; 4) establishing, updating, and maintaining electric office files and records; 5) performing automation duties utilizing software applications such as word processing, spreadsheets, electronic mail, desktop publishing, calendar, database and/or graphics; AND 6) providing program specific information to internal and external customers.
There is no educational substitution for the specialized experience at the grade of GS-06.
