The primary purpose of this position is to exercise supervisory and managerial authorities with analytical and evaluative duties related to computer networks and/or telecommunications. The position maintains tactical and administrative control over technical support personnel. Accountable for successful mission execution, maintaining personnel integrity, and ensuring personnel are trained and certified.
Duties
Plans, organizes, and oversees the activities of the 561 NOS Operations Support Flight. Develops goals and objectives that integrate organization and Information Technology (IT) planning, integration, resource management, Information Technology Service Management (ITSM), security management, unit deployment management and facilities management objectives.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represents the 561 NOS with a variety of installation and functional area organizations. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.
Functions as a senior technical advisor on contract and budget activities. Plans and coordinates all phases of the acquisition, implementation, and integration of IT assets. Conducts extensive research and analytical studies of new and emerging IT systems and technologies and develops specifications, justifications, and economic analysis in support of selection and acquisition actions based on command's management concepts, objectives, plans, and policies.

- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings,
weekends, and holidays.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A)

This is a GG-13 position in the Cyber Excepted Service (CES).The GG-13 duties for the "Supervision and Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: provide secure and non-secure Information Technology (IT) Enterprise core network operations, network defense and application operations support services. plans, develops, implements, operates and maintains Enterprise CORE Services command and control, communications and other mission critical computer systems and IT Services. Exercise supervisory and managerial authorities with analytical and evaluative duties related to computer networks and/or telecommunications. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of cyber systems' operational capability and functionality with specific emphasis on AF Network Operation systems. Also knowledgeable of the capabilities and limitations of advanced network equipment (e.g., routers, switches, bridges, gateways, firewalls, proxy services, mail relay services, vulnerability and patching services; monitoring and metrics services and application servers).
2. Knowledge of safety, ITSM, project management and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing.
5. Knowledge, skills and abilities in the industry best practice areas of project management, computer security management, information technology service management, and Air Force contract management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
