This position is located at the Bureau of Fiscal Service, Deputy Commissioner (Financial Services and Operations), Office of Wholesale Securities Services (WSS), Division and Branch as Assigned. The primary responsibilities of the incumbent are administering and managing resources for the effective operation of the functions within the Branch.
Duties
As a Supervisory Government Securities Specialist, you will:
Develop Branch goals and objectives, independently or jointly with higher management, with the intent to monitor progress toward achieving those goals. Lead and evaluate long-range planning for the Branch.
Provide advice to the Director on changes to and schedules for programs or major projects. Recommend the amount of resources needed for particular projects. Review the progress of projects at various intervals and recommend any adjustments.
Attend meetings at the Division, Office, Bureau and Agency levels to exchange information, resolve problems, and interpret broad changes in regulations and policies. Assist in the planning and development of new regulations and/or procedures. Assist with the adjustment or redefinition of broad objectives to meet evolving requirements.
Plan work to be accomplished by the branch and set priorities as well as deadlines for its completion. Assign work to subordinates based on priorities, consideration of the difficulty and requirements of the assignment, and the capabilities of the employees and/or section. Make final decisions of work problems elevated by branch employees. Monitor key/critical positions and actively participate in succession planning for the Division and the Office as input into the Bureau workforce plan.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include providing financial, technical or policy analysis related to marketable securities, or the underlying systems used for the issuance of Treasury securities. Examples of such experience could include:
Analyzing and developing solutions to enhance organizational, process, and operational efficiencies dealing with financial operations, OR
Coordinating, leading, and prioritizing work for subordinate employees or a project team dealing with financial operations; OR
Experience, in writing and in person, presenting technical findings to varied audiences, exchanging ideas, defending rationale, presenting recommendations, and negotiating solutions to sensitive issues related to financing and commercial book-entry matters.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-14, you must have been at the GS-13 level for 52 weeks.
