About the Position: The incumbent serves as a Design Manager / Engineering Technical Lead (ETL) in Engineering Division. The incumbent is responsible for effectively managing various aspects of planning, design, and construction for assigned Programs.
Duties
At the full performance level, the incumbent will be responsible for the following duties:
Provide expert technical guidance, assistance, and mentorship to multi-discipline design teams
Leads and directs teams of engineers and architects in the production of design deliverables to customers, clients, and/or stakeholders
Establishes and maintains schedules, milestones, budgets, assumptions and risks, contingencies, and performance measurement criteria for a wide range of projects
Development, execution, and management of A-E contracts
Provides technical advice, solutions, or evaluation on design projects involving challenging or unusual planning, scheduling, budgeting, negotiation, and coordination.
Manages the quality review for programming and design documents to ensures compliance with DoD, USACE, and engineering standards
Implements corporate decisions, guidance, laws, regulations, and policies associated with the development of designs and associated products.
Effectively communicate and collaborates with the project delivery team, other Divisions, Sponsors and Stakeholders to clearly define project scope, criteria, and schedule
Ensure compliance with the Quality Management Process, to include working with the Quality Manager, or other applicable personnel/resource, through the project’s total life cycle
Integrating lessons-learned from prior project success into standard operating procedures and coordinating these solutions and guidelines with applicable personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY is required up to 25% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent to obtain and maintain a Contracting Officer Representative (COR) certification within 12 months of employment/appointment.
Qualifications
Salary Range for Civil Engineer (GS-810-12), Environmental Engineer (GS-819-12), Mechanical Engineer (GS-0830-12), Electrical Engineer (GS-0850-12) positions: $97,169 - $118,499
Salary Range for General Engineer (GS-0801-12) and Architect (GS-0808-12) positions: $82,830 - $107,680

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: (1) Working on multi-discipline technical study, design, or construction teams knowledgeable with engineering and architectural concepts of vertical, horizontal, civil works, and/or highly technical projects; (2) Conducting technical and quality reviews of engineering and construction products such as designs, plans and specifications, costs, studies, and reports; (3) Managing multiple projects or a variety of projects; and/or (4) Demonstrating an increase in responsibilities or duties in either analysis, design, or construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
