This position is part of the Office of Environmental Management - Richland Operations Office, Department of Energy. As a Project Controls Officer, you will be performs planning, integration, and analysis of lifecycle baselines to ensure: (I) development of baseline alternatives; 2) integrated baseline management, analysis, and reporting; 3) effective integrated baseline performance; and 4) identification and management of integrated baseline risks.

Duties

As a Project Control Officer, you will: Oversee and evaluates the project master plan timing and execution. Establish and maintain the master schedule for completion of the project with full consideration given to established milestones, risk mitigation factors, baseline controls and fiscal and procurement cycles. Maintain project risk identification, avoidance, and mitigation plans. Provide leadership and oversight to government staff and contractors to ensure work is accomplished in an effective manner in order to complete projects. Oversee the preparation of scopes of work and determines schedules and budgets to achieve project goals. Conduct periodic coordination meetings on budget, schedule, and program reviews to ensure full understanding and communication on critical issues.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as ALL of the following: Monitoring and providing guidance on aspects of assigned projects or operational activities to achieve performance, cost and schedule; and Administering project control functions and requests for adjustments for projects of any scope; and Leveraging earned value management to facilitate project scheduling, budgeting, and cost control. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
