This position provides administrative management functions to the Community Care service which includes the Veterans Choice Program (VCP), Traditional Community Care, Provider Agreements and the State Veterans Home Program; and acts as the primary liaison for VA staff, community hospitals and providers, vendors and Veterans.
Duties
Duties include, but are not limited to:
Interprets administrative policies, developing and implementing local policies, defining administrative requirements, and providing advice to top management on vendor related issues.
Develops working relationships between the local community providers and the VA.
Coordinates and conducts outreach to community providers, explaining the Veterans Choice Program and the benefits of partnering with the VA.
Processing potential VA vendors for vendorization.
Reviews and evaluates system wide training plans to optimize local use.
Recommends enhancements for Veteran Choice Provider Agreement, Traditional Community Care, and Veteran State Home programs.
Serves as the coordinator of the State Veteran Homes Program.
Develops a database system to extract specific data for recurring reports with continuous data collection and tracking outcome analysis.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in Community Care, VCP Provider Agreements, State Veterans Home programs; Experience in development of policies and operating procedures; Skilled in researching and interpreting policies; Experience with Community Care; responsibilities, priorities, commitments, policies, payment methodologies, general goals and objectives of Community Care; Experience with vendorizing applications, government guidelines, and procedures to process vendors for vendorization; Experience with Community Viewer resources available to community vendors as well as Healthshare Referral Management (HSRM) and Provider Profile Management System (PPMS).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B, or J.D., if related .

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education in excess of one year.

Physical Requirements: The work is primarily sedentary. Some standing, bending and light lifting, under 15 pounds, Light carrying under 15 pounds, items such as books, laptop, cell phone, medical records and paper may be required. Due to the nature of the work, the position may encounter veteran patients who are confused, intoxicated or have a contagious disease condition. Must have both eyes, hearing (aid permitted), use of fingers, both hand required, ability to drive a car and have a valid state license is required. Position often places the position in a position of stress. Frequent/daily travel is required throughout the Alexandria VAHCS. Overnight travel may be required if multi-day stays are necessary in the southern catchment area.
