This position will serve as the Business Manager for the Alexandria VA Health Care System. This position will manage the medical administration operations and support the mission, vision, and guiding principles of the Medical Center by promoting quality performance improvement, efficiency and effectiveness in an environment committed to serving Veterans. This position will provide leadership and managerial support for substantial operations.

Duties

Duties include, but are not limited to: Develop the need for and maintains an awareness of available resources and makes recommendation to Medical Center Management regarding the needs, distribution, or redistribution of resources within the Medical Administration Service (MAS). Develop, implement, monitor, and adjust plans to accomplish the mission effectively and cost-efficiently within budgetary constraints. Provide leadership and guidance in determining the resource needs of all MAS organizational elements. Develop and implement systems and procedures for improving cost-effectiveness and productivity. Delegated the sole approving authority for overtime expenditures and travel by MAS staff. The Business Manager formulates and issues policies, through the Director, relating to the broad areas of health administration. This provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority consistent with applicable laws under which actions are taken to minimize the possibility of unauthorized action or favorable criticism and facilities decisions to promote consistency of interpretations and application across organizational lines. Participate with other professional administrative services in serving as a member of numerous management committees. Oversee service management through subordinates managing the daily operations of the sections of Health Information Management, Veterans Services, Primary Care Clinic Services, and Call Center & Specialty Scheduling located at the main medical campus and associated Community Based Outpatient Clinics (CBOCS). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Awareness of various VA directives, Healthcare System policies and publications pertinent to patient care; Expertise related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing); Communicate and manage interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers; Responsible for setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations; Experience interviewing candidates for positions in the section, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs. You will be rated on the following competencies: Communication, Leadership, Organizational Development, and Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
