This position works under the general supervision of the Chief, Medical Administration Service, and works directly with the Office of the Chief of Staff, Associate Director for Operations, Associate Director for Patient Care Services, and the Director's office. Position serves as a primary resource to these offices for projects related to VA health care enrollment and eligibility and is also expected to work on other related projects whenever appropriate.
Duties
Duties include but are not limited to:
Responsible for personnel management including employee training and development, incentive awards, performance evaluations, studies, audits, position classification, conduct of employees, counseling, and disciplinary action.
Determines goals, objectives, and programs that need additional emphasis or develops new ones and develops plans for their study and implementation
Make recommendations to facility senior management regarding needs, distribution, or redistribution of these resources; and provides workload statistics which reflect patient care levels, trends, and changing program priorities.
Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.
Provide supervision and management oversight of all administrative staff in operational activities related to health care eligibility and enrollment, scheduling practices and management of access, Patient funds, Decedent Affairs, Admissions/Discharges/Transfers
(ADT), Gains and Losses/Bed Management and clinic profile management.
Work Schedule: Monday - Friday, 8:00am-4:30pm, subject to change based on the needs of the facility

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in planning, directing and coordinating administrative functions. Experience in planning developing and executing budgets. Provides expert application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management directives applicable to Veteran eligibilities for health benefits; provides accurate and current information to internal and external customers.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Travel is required and at times will be requested on short notice. Work requires many short deadline projects so work hours may be extra-long as the project requires. Minimal lifting is required.
