Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Planning, Program Analysis, and Evaluation Directorate, Strategic Transformation and People Analytics Division, located in Washington DC.

Duties

This position supports the Office of Human Resources Management's business optimization efforts through objective evaluation and strategic transformation initiatives. This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10). Typical duties include: Representing HRM on the CBP Commissioner's strategic planning efforts, and ensuring there is alignment with relevant strategic efforts across CBP, as well as with the Department of Homeland Security's (DHS) strategies and priorities. Directing the collection, review, and evaluation of HRM's future fiscal year budget requirements, and providing timely review and interpretation of congressional legislation. Directing the coordination of HRM-wide audit oversight, and representing HRM's positions in audits to Agency leadership, DHS, the Government Accountability Office (GAO), and the Office of Inspector General (OIG). Identifying priorities, formulating strategies, and developing plans to improve or change current plans, policies, and procedures to drive HRM's human capital programs forward. Providing leadership to operations related to Accountability programs, policies, and new and continuing initiatives within HRM.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading subject matter experts engaged in substantive professional, technical, and/or administrative work, including developing detailed plans, goals, and objectives for the short and long-range implementation of programs and developing criteria for evaluating the effectiveness of such programs. Collecting, reviewing, and evaluating organizational budget requirements, as well as advising management of appropriate adjustments to budget plans. Interpreting and applying policies to develop strategies for use in agency/organizational programs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/06/2023.
