This position is located in the Office of the Deputy Medical Center Director at the Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC).
Duties
Tracks, analyzes and reports the status of the announcement, selection, and onboarding of all vacancies utilizing Human Resources systems such as MSS and Power BI.
Directs, plans, and assigns work to be accomplished, sets priorities, develops goals and schedules assignments.
Establishes a reporting system for accountability such as Fund Control Point, Government Credit Cards, Payroll questions, SF50s, Promotion, Performance Plans, Performance Awards, Keys, etc.
Responsible for personnel actions involving key subordinates and for effective labor/staff relations through coordination with Human Resources.
Coordinates monitoring and reporting on implementation of various initiatives related to VISN 16 strategic plans and requirements.
Analyzes problems that are unique to the VA System with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources.
Carries out specific studies and projects that assist the Deputy Medical Center Director to readily focus on senior leadership program and managerial issues and decisions.
Maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes.
Performs the full range of Health Systems administrator duties which includes leave approval, writing performance standards, completing annual performance appraisals, disciplining employees, rewarding employees, etc.
Develops written operating procedures and schedules to guide employees in their work, provides training, assigns and coordinates the work.
Defines performance standards for subordinate staff.
Conducts in-service training to staff within CBOC's, CITC and medical center wide, regarding health care benefits, enrollment, means testing, eligibility, etc.
Analyze health care issues, recommend strategy, and evaluate effectiveness of action plans.
Develops and finalizes reports for the Deputy Medical Center Director 's approval.
Coordinates ongoing data collection and analysis and uses knowledge of system redesign principles to determine organizational performance.
Provides training and consultative services to all levels of health care system management regarding the requirements and implications of the systems redesign initiatives.
Coordinates all local aspects of collaborative and training opportunities including network led initiatives and systems redesign teleconferences, and other national and network learning opportunities.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the Agency.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements:
a. Undergraduate or graduate education in hospital administration, public administration, or related field such as business or public administration with course work in health care administration. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR
b. Specialized experience which includes Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR
c. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and - Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program
In addition to the Individual Occupational Requirement, You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience include: Experience in Recruitment or Human Resources with an understanding of talent evaluation and recognition, and screening, interviewing, and hiring process; experience in networking with potential hires, as well as collaborating with hiring managers, staff and executives; knowledge of sourcing platform; familiarity with tracking systems and reporting. Note: This experience must be fully documented on your resume and must include job title, duties, beginning and ending date (month/year) of employment AND hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, such as walking through the entire facility or carrying charts or manuals up to 5 lbs.
