You will serve as a PROGRAM MANAGER in the LIVE VIRTUAL CONSTRUCTIVE TRAINING DIVISION, RANGE SYSTEMS ENGINEERING DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will serve as the Navy Continuous Training Environment (NCTE) Program Manager for the command's single program to support the U.S. Navy Live, Virtual, Constructive (LVC) training integrating architecture and environment. You will coordinate with the LVC Division Manager, LVC Enterprise Services Manager, LVC Training Operations Manager, and LVC Site Manager as a management team to execute the NCTE Program lines of effort. You will develop and deliver the Live, Virtual, Constructive (LVC) training integrating architecture and environment, develop NCTE interoperability standards, and integrate SYSCOM-developed tactical training systems. You will operate and maintain the NCTE in support of Fleet synthetic training, Fleet live training, LVC events, OLW exercises, and Joint Staff/interservice training and exercises. You will interface with external NCTE stakeholders including OPNAV resource sponsors, Fleet N7s and their Executive Agents, the Office of Naval Research, and fleet training organizations supported by the NCTE. You will provide authoritative direction, advice, and consultation associated with integration of complex Naval platforms (i.e., Aegis, aviation simulators, live training support systems, etc.) to achieve stated capabilities. You will initiate investigations, analyses, and risk-management studies to deliver solutions to critical problems. You will approve planning, programming, and budget preparation and execution plans and documents. You will monitor program level cost, schedule, and performance and adjusts plans as required.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing program operations to develop business strategies, monitor budgets, provide direction, and resolve issues impacting Fleet Training mission objectives.
